Accounts are restricted when activity is detected that breaks the game's Terms of Service or its fair-play rules - unauthorised third-party software, modified game files, cheating, exploiting bugs, fraudulent transactions and the like.
If you believe it was a mistake, write to support with your Player ID and the account will be reviewed.
Two things worth saying plainly. Opening a second account does not undo the first one. And a public topic here is not where a restriction gets reversed - it is decided on the account, not in a thread.
